According to city hall, over the weekend the sole confederate idol on CLR owned land in MacArthur Park, developed a permanent piss stain. Efforts to remove it proved fruitless, until recently. Talks between the city over a course of THREE YEARS, to relocate this obscene confederacy idol of pro-slavery broke-down. Is the LRPD Chief mentally unstable? Does Chief Keef have bats in his belfry? By Russ Racop Recent actions by the beleaguered LRPD Chief give cause for concerns about the state of his mental health. We broke the story about  his financial problems  he attempted to conceal when hired by the feckless Little Rock Mayor.  Humphrey stated he "settled" with two credit card companies over defaulted payments totaling over $30,000. Never seen a legal settlement result in a judgment. Usually a settlement results in the dismissal of a lawsuit. His own filings in the cases denies he owed any funds at all. His filings, after hired here,  list his residence as being in Norman, OK.   Humphrey has rented an apartment in the SOMA area, but his wife has not relocated to Little Rock.
