Title 42, U.S.C., Section 14141 makes it unlawful for state or local law enforcement agencies to allow officers to engage in a pattern or practice of conduct that deprives persons of rights protected by the Constitution or U.S. laws. This law, commonly referred to as the Police Misconduct Statute, gives the Department of Justice authority to seek civil remedies in cases where law enforcement agencies have policies or practices that foster a pattern of misconduct by employees. This action is directed against an agency, not against individual officers. Standoff at Standing Rock: Even Attack Dogs Can't Stop the Native American Resistance By Amy Goodman & Denis Moynihan The Missouri River, the longest river in North America, has for thousands of years provided the water necessary for life to the region’s original inhabitants. To this day, millions of people rely on the Missouri for clean drinking water. Now, a petroleum pipeline, called the Dakota Access Pipeline, is being built, threatening the river. A movement has grown to block the pipeline, led by Native American tribes that have lived along the banks of the Missouri from time immemorial. Members of the Dakota and Lakota nations from the Standing Rock Sioux Reservation established a camp at the confluence of the Missouri and Cannonball rivers, about 50 miles south of Bismarck, North Dakota. They declare themselves “protectors, not protesters.” Last Saturday, as they attempted to face down massive bulldozers on their ancient burial sites, the pipeline security gua
