  At-large City Director Antwan Phillips failed to file required campaign forms and his Exploratory Committee illegally operated as a campaign organization Phillips could have and should have done a better job following campaign finance laws In his run for the Little Rock City Board of Directors in 2020,  attorney Antwan Phillips failed to file the required Campaign Contribution and Expenditure reports. Phillips can't claim ignorance of the law as an excuse, as the Little Rock City Clerk emailed him a packet that contained information about the required forms he would have to file and instructions for filing them. That violation of the law has resulted in our filing a complaint with the Arkansas Ethics Commission. The incident was captured on video at Horace Mann Middle School in El Portal, Thursday morning. “Oh, no, I couldn’t handle that,” parent James Brannon said. “Myself, if I had walked up and saw that, I would have gotten involved with it, and I would have said, ‘Hold up, you can’t do that kid like that.'” The video begins with some sort of altercation between 40-year-old Antwan Ruffin, who stands 6 feet, 4 inches tall and weighs 220 pounds, and a seventh-grade student. “Try me.   Lonoke County Sheriff's Office files charges against a female detention employee We were tipped off that a female Lonoke County Detention Deputy or employee was arrested earlier this week for sexually assaulting multiple female inmates and providing contraband items such as cellphones and drugs to inmates.  To hide the arrest from online exposure (LCSO arrests and booking are posted online) the Sheriff had the city police do it. We called the Lonoke police department and the cop that we spoke with stated he was not authorized to release her name. He said we would have to get that from the chief.
