On December 18, 2015, Chief Davis documented a third-hand report involving Officer Tommy Norman. The information originated from an attorney who, while visiting a friend, overheard a group of teenage Black females discussing alleged inappropriate sexual conduct involving Officer Norman. According to the report, the girls claimed that sexual favors had been exchanged with Officer Norman. One of the girls reportedly became emotionally distressed and began crying during the conversation.
The discussion was triggered when one of the girls entered a living room filled with toys and packages being wrapped, which were said to be for someone in need. Upon questioning whether the gifts were for Officer Norman, the girls began sharing the allegations. The attorney who relayed the information has declined to participate further in the matter.

In response to a series of Freedom of Information Act (FOIA) requests regarding Officer Tommy Norman of the North Little Rock Police Department, multiple communications and legal opinions were issued by the City Attorney’s Office and the Arkansas Attorney General.

- — Medical approvals for minors featured in media or present in the department
- — Board meeting documentation or risk approvals for activities involving minors
This response was part of a broader FOIA inquiry, with earlier materials delivered on July 1, 2025, and the current response addressing the July 10, 2025 request.
Attorney General Opinion No. 2025-059
Attorney General Tim Griffin issued a formal opinion evaluating the City’s handling of the FOIA request. The opinion affirmed that certain employee records were responsive and assessed whether the custodian’s decisions to redact or release documents were consistent with FOIA requirements.
