LRPD: Bait cars and NO NONSENSE update on crime prevention & enforcement


The attached document details auto breaking and entering incidents in the Downtown Patrol Division for the time period of March 28th thru April 17th. During this time period we had thirty eight autos broken into. The chart shows the day of the week these crimes occur, what times of day they occur, and in which patrol district they occurred. When examining the data it is obvious that a major portion of the auto B & E reports are in Patrol District 40 which is the downtown area. Many of the B & E incidents occurred during events at the Robinson Center, The Rep Theater and the River Market. Beginning today the LRPD will set up teams to work on these crimes. We will use uniformed patrol officers, bicycle officers, officers on horse back, officers on Segways, and undercover officers to stop these crimes. We will also be using bait cars as part of our tactics to stop these crimes.

If you are a criminal and you are thinking about breaking in a vehicle, you need to know that that vehicle may be a bait car under the observation of LRPD Officers. The effort will not just be in the Downtown area alone, but will include the entire city. As LRPD data identifies areas where auto B & E crimes occur in the city, we will attack that area as well to arrest the suspects.

In many cases these crimes are being committed by a very small group of criminals. When we make arrest the number of crimes goes down quickly. Sadly many of these criminals do not stay in jail long due to our overcrowding and they return to continue their trade. As we identify these suspects we can track their activity and make additional arrests.

To help us make sure these crimes stop we offer the following safety tips.

  • ·Never leave anything of value visible in your car
  • ·Remove GPS devices that are visible
  • ·Always lock your car doors and set the alarm
  • ·Never leave your wallet, purse, or money in your vehicle
  • ·Carry your cell phone in your hand and be ready to use it when walking to your car
  • ·Always be aware of where you are and where your car is parked
  • ·Park in lighted areas whenever possible
  • ·If you see suspicious people or activity call police immediately

Save Troy Davis' Life!

The state of Georgia is taking steps to put Troy Davis to death. The case against him consisted of witness testimony that was full of inconsistencies. Since then, all but two of the state’s non-police witnesses from the trial have recanted their testimony — and many have sworn in affidavits that police pressured or coerced them into testifying or signing statements.
There is still serious doubt as to Troy Davis’ guilt, and by putting him to death Georgia runs the risk of killing an innocent man. Please call on the board to save Troy Davis’ life. And pass this on. Troy Davis needs as many of us as possible to speak up.

I’m calling on you to take all steps necessary to ensure that Troy Anthony Davis does not face execution. Seven of the nine witnesses have changed their story and no physical evidence links Davis to the crime. With so many persistent doubts about his guilt, Davis should not be executed.
This case has generated widespread attention because so many people in Georgia and throughout the world are disturbed by the very real possibility that Georgia could execute an innocent man. In this situation, more than just Troy Davis’ life is at stake — public trust in the criminal justice system, and indeed its very integrity, are undermined when such serious doubts persist unresolved. Georgia cannot afford to make such a mistake.
The executive branch of government has the power of clemency as a check on the judicial system — because the judiciary can serve the law as written and still fail to serve the interests of justice. I urge you now to use that power to commute Troy Davis’ sentence from death to life in prison.

Our community just won an important and hard-fought victory. After more than 285,000 people spoke out, leading to a loss of over 300 advertisers from his top-rated show, Glenn Beck's program on Fox News Channel will come to an end this year.1
This is huge. Beck's record of race-baiting is virtually unsurpassed among mainstream media figures, and Fox News has continued to give him a platform -- until now.
We launched our campaign against Beck in July of 2009 after he topped a week of race-baiting directed at President Obama with the most stunning statement of them all—he called Obama a "racist" who has "a deep-seated hatred for white people, or the white culture."
Within days we approached Fox News' advertisers, asking them to stop supporting Beck's poisonous statements with their dollars. Nearly 300,000 people signed statements that we presented to advertisers. Thousands of others made phone calls when our staff's calls and member comments weren't enough. Within weeks, dozens of advertisers dropped the show. In the end, more than 300 advertisers decided that Beck was too much of a liability and requested that their commercials not be shown during Beck's program.
In their statement announcing the shift, Fox News trumpeted Beck's ratings success. In reality, Beck's audience and ratings have been on the decline. Fox has also steadily refused to admit the obvious impact that the loss of more than 300 blue chip advertisers has on their bottom line. Beck's only advertisers have been lower-tier brands that could not have earned Fox News as much revenue as the upper-level brands—thus turning a show that should have been a top earner into a financial liability.
Together, we've succeeded in doing something very important. We've helped hammer home the message that deception and race-baiting are not acceptable for a "news" network and that everyday people will hold accountable those who are responsible.
Beck will remain with Fox News Channel as a producer, and we'll be watching for what might come from that. And we'll continue to push back on Fox's race-baiting problem, which of course goes beyond Beck. But today's victory is important: Beck's voice, his incessant conspiracy theories, his dangerous incitement to violence, his casual race-baiting—all of these will be gone from television by year's end. And that's something for which we should all be proud.

In the 1950 Census of Population, 50,000 American Indians are listed as living in states east of theMississippi River. These people do not constitute the sole biological legacy of the aboriginal population once found in the East, of course. The remnants of many tribes were removed west of the Mississippi where they retain their tribal identity today. Nor is it uncommon to meet Easterners, thoroughly Caucasian in appearance and racial status, who boast of an Indian ancestor in the dim past. Other intfusio9ns of Indian blood were absorbed into the Negro population, and in this context may also be referred to with pride even if they afford no differential social status.

It is another class of people, however, that engages the attention of this article—a class more numerous than the Indians remaining in the East, more obscure than those in the West, less assured than the white man or the Negro who regards his link of Indian descent as a touch of the heroic or romantic. The reference is to population groups of presumed triracial descent

Such isolates, bequeathed of intermingled Indian, white, and Negro ancestry, are as old as the nation itself and include not less than 77,000 persons. They live today in more than 100 counties of at least 17 Eastern States with settlements ranging in size from less than 50 persons to more than 20,000. Their existence has furnished material for the writings of local historians, folklorists, journalists, and novelists. Occasionally, they have come to the attention of cultural anthropologists, sociologists, and—here and there—a geographer or educator. Attention to the triracial isolates by geneticists is largely confined to the last three years, however. It is the object of this discussion to describe the nature, location, and status of such Indian-white-Negro groups in Eastern States and to indicate the potential interest they hold for the field of human genetics…

REPRINT: Police Officer Arrested On Duty


(UPDATE) Officer Parker has been fired from the City of Little Rock Police Department.

At about 3pm January 26, 2009, Officer Jamie Parker received the surprise of her life when she showed up for work that day. According to confidential sources, she was informed that she is wanted by the Cabot Police Department for Hot Checks(*contested) and driving with a suspended license. It was also indicated that Little Rock Police Department issued her an additional ticket for driving with a suspended license also, once being informed that they had a criminal officer driving a city cop car around town giving other people tickets. ACIC caught her LRPD DID NOT. In fact, she is a decorated officer on the force, there are records of awards she has received.

I attempted to acquire a comment on this issue as well as a few others that I fully intend to publish in an ongoing investigatory series called: DIRTY DEALINGS IN LITTLE ROCK, exposing corruption in local and state government. Needless to say, I was directed to Public Affairs to have a chat with them, "the matter is still under investigation".

Though this high ranking member of the LRPD Administration was rather mum on this particular issue, This individual did express some displeasure regarding the "leaking lips" within the department, prior to the matter being fully vetted. More to come on this particular story, moving on.

There are several reasons why I have chosen to publish this particular article at this particular time. One of which simply is, I am tired as hell of this blatant in-your-face Jim Crow style corruption crap and I'm not going to take it anymore.

Though that may seem reason enough, I'll give you a few more. If I don't expose this rampant practice of governmental corruption, practically no one will in this tight-knit corrupt city. The prior story of Officer Parker being arrested reporting in to work is a clear example.

I'm not the only reporter that has received tips on the Officer Parker affair, in fact, all local major news outlets have been made aware of the story at least since the 27th of January, yet who is doing all the tellin'? A world-wide syndicated Social Justice blogger.

Now, when I mention the word "corrupt", I'm not singling out Little Rock as being anymore corrupt that any other Jim Crow era southern city.

Anecdotally, I can tell you that Pulaski County Arkansas as a whole, has definitely earned the Jim Crow Corruption award in my qualified & documented opinion. This place is just as segregated as ever, OK, so-called Blacks, Whites & Hispanics do work alongside each other for a paycheck, but they are no more TRULY integrated than they were fifty years ago. Nor is there any genuine desire to do so among ANY of the so-called "racial" groups in general.

Since I'm the one that has mentioned "race", let me give you a quick window of some of my views of "racialism" as an American Creole Indian. We believe & know that "race" is a phoney notion of an invention designed by slave-holding Virginians growing tobacco in the 1600's. "Race" as we Americans know it, is a debunked concept, a notion, created to force a social caste system similar to India's upon the citizens of this Great Experiment called The United States of America:

Human to human total genetic variation is approximately 0.5%. Single-nucleotide polymorphisms (SNPs) are single base-pair DNA differences accounting for 0.1% variation. Based only on this SNP variation of 0.1%, this implies that the genomes of any two random humans are expected to differ by about 3 million base pairs. Of this 0.1% difference, 85% is found within any given population, 7% is found between populations within a continent and only 8% is found on average between the various continental populations. Thus there is more genetic diversity within a continental population than between these populations. Based on this observation, Richard Lewontin has claimed that accurate classification of humans is therefore impossible and can have no taxonomic utility. However, this view has been rejected by A. W. F. Edwards in his paper entitled Human Genetic Diversity: Lewontin's Fallacy, Edwards shows that accurate classification of humans is possible because most of the data that distinguishes populations occurs in correlations between allele frequencies, although these classifications vary depending on a number of criteria, such as sampling strategy, type of locus, distribution of loci around the genome and number of loci. On the other hand Witherspoon et al. (2007) have shown that even when accurate classification of human populations is achieved, often individuals classified into different groups are more genetically similar to each other than to members of their own group. This seems to be due to the fact that multi-locus clustering does not take into account the genetic similarities between individuals, and only uses population level traits for comparison. Witherspoon et al. conclude that accurate classification of individuals drawn from a continuously varying human population may be impossible. Compared with other species the amount of genetic diversity among humans is relatively small. For example two random chimpanzee are expected to differ by about 1 in 500 DNA base pairs, equivalent to double the diversity amongst humans. This may indicate that chimpanzees have existed as a species much longer than humans.[3].

Speaking of being under the influence, what was the LRPD thinking when Officer/Patrolman Greg Smith failed a random test and blew a .04 Blood Alcohol level while still on duty? Fired right? NOPE, 30 day suspension & a desk job. To be quite honest, he had TWO separate heinous incidents, I think you got the point though.

That's RIGHT a FRIGGIN' DESK JOB. I asked my high ranking Administrator at the LRPD about this. Since it is a matter of public record I was able to get a comment this time. "LRPD Admin. can do one of three basic things when it comes to these matters. There is a process agreed upon with the Police Union. We can terminate the officer/patrolman for just cause. We may demote him or issue him under the heading of Suspensions a letter of reprimand up to no more than a 30 day suspension.". Since he is a patrolman there was no demotion option, firing an officer isn't always so easy with the union & 30 days is the most an officer is allowed on suspension. Interesting, I need a union like that, damn.

While I'm at it, I might as well mention something about TAKE HOME PATROL CARS. This has been a bone of contention on MANY fronts for MANY individuals within and out of the LRPD. I'm personally looking into take-home patrol vehicles because a particular dirty cop that has focused upon myself, Ean Bordeaux, is one of the guilty parties.

A mounted patrolman named Shannon Dewayne Cox of 5915 Buffalo River North Little Rock, was recently "dimed on" for taking his mounted patrol truck home to work with him. He used to live in Maumelle, where this unpermitted practice went undetected. He unwisely thought that he could continue this unpermitted practice in North Little Rock, where recently North Little Rock cops have come under fire for spending too much time on their cell phones and were ordered to ante up their personal phone records and cut duty phone time to no more than 15mins per shift.
Wrong move dirty cop, the LRPD Mounted Patrol Truck is SUPPOSED to stay with the HORSE not go home with the JACKASS!

More stories of government corruption to come in this investigatory series. The Mexican Consulate is working on reports that three Mexican murder/robbery victims might have had a living chance if a particular officer had not "sat" on a previous hit & run report involving one of the robber/murderers. This same officer is rumoured to be facing felony charges on another issue as well as failing to act properly and accordingly regarding a hit and run case this past New Years eve.

I'm going to mention this next "matter" without the name of the officer, not because I know the officer personally, but because there are children involved. It really sucks that certain officers can simply "forget themselves" assault a fellow officer and children and think that there should be no more serious consequences than what he has received. I admonish all those responsible for the safety of US to first look in the mirror EVERY single morning before you put on that badge & that gun to give me or anyone else a citation, intervene in domestic complaints & so forth, ask yourself:
We aren't just going to discuss corrupt cops, but it sure is a good starting point.

Dear SBA partners,

It is still possible that the Administration and Congress will reach a compromise that will avoid a lapse in federal government funding. However, prudent management requires that we plan for an orderly shutdown should Congress be unable to pass a funding bill by the end of the day on Friday, April 8th. Please read this message carefully, as it contains several critical pieces of information.

Should Congress be unable to pass a funding bill, the SBA will stop approving all new business loans in the 7(a) and 504 loan programs at 11:59 PM on Friday, April 8. This includes loans submitted under delegated authority. Lenders may continue to submit loans to the SBA, but none will be approved until a funding bill is signed by the President.

In the event of a lapse in appropriations, most SBA servicing and liquidation processing centers will also shut down. (However, liquidation activities related to the 504 loan program and to 7(a) loans that SBA has already purchased will not be shut down.) Previously scheduled lender oversight reviews, including Dealer Floor Plan reviews, will be postponed and re-scheduled as soon as a funding bill is passed.

Certain tools and services that do not require continued appropriations will, however, continue to operate as planned. These include:
•       The agency’s electronic E-Tran tool, which will remain operational. Lenders may submit loans for approval with the understanding that SBA will not fund any loans until a funding bill is signed by the President. Lenders may also submit unilateral servicing actions that do not require new funds; any servicing actions that require SBA approval, however, will not be completed.
•       The agency’s fiscal transfer agent, Colson Services, which will continue to operate. Any functions normally handled by Colson Services will continue, including sales on the secondary market and the submission of Form 1502. Any actions, however, that require SBA approval—such as sales on the secondary market in which there are discrepancies between a lender’s data and Colson’s—will not be completed.

In addition, the agency’s microloan program will shut down; SBA microlenders may, however, continue to issue loans to small businesses using previously disbursed funds. Finally, the agency’s surety bond program will shut down for all surety companies in the Prior Approval program (though not those in the Preferred program).

As the budget situation continues to evolve, please know that Administrator Mills and I are committed to providing you with the latest information about a possible shutdown and the impact it would have on you. Thanks so much for your hard work and please stay tuned for more information.

Subject bonded out on the same date he was arrested on a $15,000 bond.

On November 15, 2010 at approximately 1620 hours, detectives from LRPD’s Intelligence Unit, U.S. Secret Service, and Maumelle PD executed a search and seizure warrant at 140 Miramar Dr., Maumelle, AR.

It was discovered that the home owner, Sidney Perry, W/M, DOB: 06/11/1992, had been downloading, viewing, and possessing child pornography for over a year. His computer was seized and turned over to the Secret Service at the scene for forensic analysis. Upon completion of the forensic examination, eleven (11) videos containing sexually explicit images of children were found. On April 6, 2011, a warrant for Distributing, Possessing, or Viewing matter depicting sexually explicit conduct involving a child was obtained. Sidney Perry turned himself in on April 6th and the warrant was served. After processing, Perry was transported to the Northside Intake facility.
