According the the city HR director, last term mayor Stodola is not entitled to the benefits he seeks. 
And she provides the smoking gun proving he lied about not asking for this.




We posted back on November 9th that last term mayor Mark Stodola was seeking a bump in salary during his last weeks in office to reap higher retirement benefits.

Thanks to the Arkansas Times and Max Brantley's Arkansas blog, we learned late yesterday that a proposed ordinance is to be voted on at tonight's reconvened board meeting that would do just what we said and more.  

In addition to the salary bump during Stodola's last weeks in office, if he kicks the bucket before his ailing wife, she will get widows benefits.




We have sent a request for records about the proposed ordinance and which board members have proposed it.

You do not want to miss watching the live stream of the reconvened board meeting on the city's YouTube channel tonight.  It should prove painful for last term mayor Stodola.

By the way, chicken-shit last term mayor Stodola never followed up on that email request for all the times our publisher has been wrong.  



Maybe he should use that city paid health insurance and get a testosterone booster to help his vanishing balls issue.

DIRTY DEA AGENT NATHAN KOEN

Drug Enforcement Agent Nathan Koen was arrested on December 4, 2018 and charged with federal bribery and drug conspiracy charges following allegations that he accepted payment from a drug dealer in exchange for information.

U.S. Attorney Cody Hiland said Nathan Koen was arrested Tuesday on a federal complaint that alleged he accepted bribes and helped a drug dealer’s criminal activities for two years. Koen was detained following an appearance before a U.S. magistrate judge.



Apparently he did not stow away any of that bribery cash for a rainy day or an emergency like obtaining an attorney if he got caught.



Koen had worked at the DEA’s Little Rock office since September 2016. 

If convicted, he faces up to 15 years in prison for the bribery count and up to life in prison for the conspiracy count.

Oddly, there is no mention of this major arrest on the website of the U.S. Attorney's office for the Eastern District of Arkansas.





Hiland is a fine one to be in his position too, as he played fast and loose with federal funds when he was Prosecuting Attorney for the 20th Judicial District and his appointment as U.S. Attorney quashed an investigation by the DOJ and FBI.

KURRUS & SCOTT -  TWO TURDS IN A BUCKET

The two shill candidates in the mayor's race run-off are trying to convince voters of why they should be elected.

We are going to give you some reasons why you should stay home and not waste your time voting for either of them as a protest against bad government.

In spite of what both candidates have said, the city is run by the City Manager and the Board of Directors.  It will take a vote of the people to change that.

The mayor can make proclamations, break tie votes and cut ribbons at openings, but real power lies with the city manager who has control of city funds and the ability to hire and fire employees, with the consent of the board which can fire the city manager.

Baker Kurrus is supported by the Little Rock Fraternal Order of Police, a group headed by a piece of shit that has no business wearing a badge. 


JOHN "SMACKMYBITCHUP" GILCHRIST - LRFOP PRESIDENT

The LRFOP president has a documented history of domestic violence and was once fired from LRPD in part for untruthfulness. 





Gilchrest got his job back via the stacked Civil Service Commission.

Glichrist donated $500.00 to Kurrus.



Gilchrist used his position with LRFOP to try and smear Frank Scott, Jr.. Baker did little to protest until after the damage was done.




CNN ran a story about the Willie Horton-styled attempt to smear Scott.




Fine folks backing Kurrus and remember most all LRPD officers and FOP members don't even reside or vote in Little Rock.



They support him because he thinks LRPD can investigate itself and a citizens review committee is not needed.



Kurrus sees no problems with at large members, in spite of a scholarly study by Hendrix College that points out that at-large positions put white males in office as opposed to ward elections that put females and minorities in office. You can read that study by clicking here.

Kurrus came into the race after Stodola dropped out. You don't have to be a rocket scientist to know that he got in as Stodola's replacement at the urging of business leaders and the Chamber of Commerce.

Kurrus took campaign contributions from the Chamber of Commerce fronted political action committee.  The CoC gets $300k from the city with no stings attached as to how it is spent and there is no accounting of how the funds are used.  




Kurrus also accepted funds from the Arkansas Realtors PAC , a group that fights against laws for tenant rights. 




That's not a surprise as Kurrus is an owner of a property company and has more in common with shitty landlords than the tenants that fall prey to them.

Kurrus also accepted illegal campaign contributions from two business entities a violation of Arkansas laws. This was documented on a Campaign Contribution and Expenditure report he filed on October 30th.

Kurrus is an attorney and officer of the court and should know better.  His CCE lists that he has no campaign treasurer to blame. 


Kurrus filed an amended CCE on  November 1st, but the violation still stands as the fund were accepted in the first place.

We have filed a complaint with the Arkansas Ethics Commission concerning Kurrus' acceptance of the illegal funds.

We filed one earlier in the year against a judicial candidate for the same thing, the funds in that case were also returned but the Ethics Commission found he violated the law and imposes sanctions. You can read about that case by clicking here.

Kurrus touts his experience on the Little Rock School Board, the one that was in charge of the district when it failed and went under state control.

He touts that he is a leader because he was appointed by Johnny Key, the unqualified head of the Arkansas Department of Education. Key could only obtain that position after the law was changed to permit his unqualified ass to hold it.

Guess what?  The same thing had to be done for lawyer Kurrus. He was not qualified to hold the position of a school district superintendent and a waiver was made by the unqualified Director of the Department of Education. 

Reverend Frank Scott, Jr. is just as bad a Kurrus, maybe worse.

Lets start off with a bang.

Scott has a secret that he does not want anyone to know about and he had the records from his criminal case sealed to keep folks from knowing about his dirty secret. 

We had a tip that Scott was pulled over by the Arkansas State Police for a possible driving while intoxicated offense. A video of the traffic stop allegedly shows Scott acting in a belligerent manner dropping the race and and then the commission card (He was a Highway Commissioner at the time according to our source).

So we fired off a Freedom of information request to the Arkansas State Police:

What the State Police said speaks volumes - records responsive to our request are EXEMPT. Exempt under a section of the Arkansas Code, the CRIMINAL CODE more specifically.


We cannot say for certain what the criminal charges were against Scott and the disposition of the case.

Rev. Scott isn't saying either. He refused to respond to a request for a comment or explanation.

Rev. Scott also took that dirty money for the Arkansas Realtors PAC.  He justified his taking the dirty money from a group that fights  against tenant rights by saying he could take campaign funds from folks he didn't agree with - no problems there.

Wonder if he used that expensive piece of luggage he got from fellow highway commissioners when he was booted off?

It's unfortunate that we have poor choices for our next mayor.

Boycott the ballot and don't vote for either of these shills.

At the November 13th  agenda meeting, at-large director Kumpuris bitched and moaned about an article that appeared in the Arkansas Democrat-Gazette on November 11, 2018.

  
Kumpuris incorrectly stated that the article was about a rise in drive-by shooting in 2018, when in fact as you can see by the attached copy of the article it clearly stated that it was about 2017.

It wasn’t a total news blackout, but close. The statewide daily newspaper had a reporter and photographer on site but published no story, no picture. One of the four Little Rock television stations carried a brief report, while the other three remained silent. Understaffed, public radio passed. The left-leaning Arkansas Times blog made cursory, condemnatory mention of it.

At issue: last Saturday’s rally at the State Capitol of the National Socialist Movement (NSM), widely regarded as a neo-Nazi hate group. The news agencies that disdained the event did so either from an announced resolve to avoid amplifying a message of undisguised bigotry, or to avoid granting a patently staged affair the imprimatur of real, serious news.
At the Arkansas Democrat-Gazette, managing editor David Bailey: “Our usual practice is we don’t write up events that are obviously for publicity.” In other words, events that are, well, fake news.
I disagree, if somewhat uncomfortably, with the decision by those editors who ignored the bizarre assembly. In fact it was a publicity stunt and real news.
No matter that fewer than two dozen representatives constituted the NSM brigade, or that they were outnumbered 15-to-one by opponents, many of them strident in their opposition. There were no undecideds in the crowd, no merely curious. So, yes, a demonstration for its own sake.
But there was also this: a no-vehicles-allowed perimeter established around the Capitol, with one major intersection sealed by two huge city trucks; more than 200 city, county, state and federal law enforcement officers standing watch, including snipers atop a neighboring building; armored personnel carriers at each corner of the Capitol’s east front, and barricades the length of its lawn; a police mobile skybox at the building’s lower steps; a bomb-sniffing dog on the ground; a police helicopter circling overhead.
The inconvenience to motorists and the expense to taxpayers alone made the story impossible to ignore, even if editorial standards and simple decency suggested only the briefest mention of the anti-Semitic, white nationalist bile spewed by the kooks whose First Amendment rights public dollars properly protected. Free speech, always essential to America, is not always free.
Too, there’s the certainty that had violence occurred all local media would have responded immediately. (The obvious concern, among authorities and journalists, was another Charlottesville. As it happened, four belligerent National Socialist sympathizers among the counter-demonstrators were surrounded by police and escorted from the immediate area, but not arrested.)
Me? I was assigned by an out-of-state news organization to monitor the proceedings, and to not file a story in the absence of conflict, rather in line with the Arkansas Democrat-Gazette’s standard.
No violence having presented, I would have focused, as now, on the people on the other side of the police line, the men and women, young and old, black and white and Asian and Latino, Protestant and Catholic and Jew, who came to the Capitol representing other values.
For instance, Janna, a 34 year-old who, fearful of retribution, asked that her last name not be printed. “I’m not going to let Nazis come to my state and not show up to tell them they’re not welcome,” she said. “To be silent is to take a side.” The wrong one, she made clear.
And here was Walter Riddick, 62, attorney and veteran of almost three decades in uniform, whose forebears include a governor of Arkansas (Henry Rector) who supported “states’ rights” in 1860, and an assistant U.S. Attorney (his namesake father) who, a century later, represented federal supremacy during the Central High desegregation crisis.
Neuropathy has Walter Riddick in a wheelchair these days but he came anyway, blanketed against the cold, because “these people” — pointing to the Black Shirts — “represent a significant part of what I spent a lifetime working against.”
Riddick’s “chauffeur” was Alan Malcolm, 64, who brought not only his friend but a sepia portrait of his father, in his World War II Army uniform. “He fought those b-------,” Malcolm said. Thus he came “on my father’s behalf and my own.”
On behalf of her grandchildren came the decidedly feisty Robin Wilson, 65, who said she grew up with a segregationist father in a house in the shadow of Central High, National Guardsmen patrolling her street in the toxic days of 1957.
“These people have no clue or they wouldn’t preach the rhetoric of hatred they do,” she said of the NSM. Her children’s children were being raised to love people, she added, no matter who those people loved, how they worshiped, from where they came or the color of their skin.

You’ll probably remember our recent interview with John Gilchrist, the head of Little Rock’s police union: Gilchrist criticized Chief Kenton Buckner’s proposal that city cops should have to pass a fitness test. Maybe Gilchrist really believes that it helps his brothers in blue to oppose the idea that one should have a certain level of physical fitness to be a cop.

After we published our story, The Arkansas Project learned that Gilchrist has an unusual background for someone who speaks on behalf of the police — namely, Gilchrist’s history of failure to meet basic law-enforcement job obligations. More precisely, when Gilchrist was the subject of an internal affairs investigation some years ago, he was found to have committed unnecessary violence, to have made false statements to police investigators, and to have behaved in a manner inappropriate for a police officer.

Gilchrist has been the subject of several different complaints, involving incidents in which he violently assaulted a female acquaintance in a Little Rock gas station parking lot (which led to his criminal conviction for disorderly conduct) and refused to submit to Saline County deputies when he got pulled over for speeding, which resulted in his arrest and multiple charges. When Gilchrist’s actions were reviewed by his internal affairs division, it found that Gilchrist had “misrepresented the facts of the incident” and had been “untruthful.”

Stuart Thomas, who was Little Rock’s police chief at the time, attempted to fire Gilchrist after these incidents, but Thomas was later overruled by the city’s Civil Service Commission. Instead, the Commission suspended him for 30 days, demoted him from sergeant to police officer, and required him to participate in a year of mandatory counseling. 


This is not the ideal career trajectory of a police spokesman.

One additional wrinkle: as a practical matter, Gilchrist is likely disqualified from ever testifying in court about his police work. Under Brady v. Maryland, which requires prosecutors to disclose any evidence to a criminal defendant that would assist his or her side of the case, it would be an extremely risky move for any prosecutor, ever, to put Gilchrist on the stand — given that Gilchrist has been tarred with an official finding of dishonesty. Once again, when you’re a police advocate, that’s not a very good reputation to have. 



Do we really want someone who was officially found dishonest by internal affairs to be the police union spokesman in Little Rock? I’d say no. 

Gilchrist didn’t return a request for comment.

Bordeaux is the proprietor of the Corruption Sucks blog, a webpage dedicated to exposing corruption in the Little Rock local government and in the state government of Arkansas. At about 4:30 a.m. on Friday, he awoke to find the hot dog cart he operates for a living in flames.

“I looked outside and my hot dog cart’s on fire,” he told KARK. The cart operated on propane tanks, which, Bordeaux said, “could have blown up the house.”

He called 911, then ran outside in a bathrobe to put out the blaze. That was when he noticed a heavyset man in a mask running away.
Bordeaux was too busy trying to put out the flames then, he said, but about 15 minutes later, the man in the mask came back. The blogger watched from inside his house as the masked man tried to restart the fire.
Running outside again, Bordeaux said, he tackled the man as he tried to flee, hoping to hold him until police arrived.
Payne hit the pavement face-first, however, and died from his injuries. Bordeaux said his only desire had been to immobilize the perpetrator and hand him over to authorities.
He quickly realized, however, that the dead man was former LRPD officer Todd “Creepy Todd” Payne, who was fired from the force in 2010 for multiple violations, including a DUI crash in which Payne attempted to leave the scene, incidences of witness intimidation, lying to superiors and dereliction of duty.

SUSPENDED LRPD OFFICER BRANDON "BUTTERBALL" JOHNSON ARRESTED FOR VIOLATION OF AN ORDER OF PROTECTION


Suspended LRPD officer Brandon "Butterball" Johnson was arrested on October 4th for violation of a temporary Order of Protection that had been issued on September 27th.




Johnson was suspended on or about September 24th after it was alleged that he forced a female he pulled over to perform oral sex on him.
